Salary:  $100,880-170,560, Negotiable based on experience and knowledge.

Summary: Human Resources management experience required. Under the direction and supervision of the City Manager, the HR Director is responsible for the overall administration, coordination, and evaluation of the human resources function.

Essential Duties and Responsibilities: Serves as liaison between the City Manager's office and City departments on external and internal personnel matters.  Provides departments with various personnel information regarding the City policy and state and federal regulations.

Assists City department heads in dealing with and resolving problems within departments.

Research, reviews, and makes recommendations to the City Manager for improvement of the City’s policies, procedures and practices on personnel matters. Implement policies adopted by the City Manager. Maintains the City’s Employee Resource Guide. Maintains responsibility for City compliance with federal and state legislation pertaining to all personnel matters.

Executes the City personnel functions: Timely processing of bi-weekly payroll and benefits coordination, which involves enrolling eligible employees in a timely manner. Payroll will be processed through ADP.  This position is responsible for creating and maintaining all personnel files.

Creates and updates job descriptions, advertises positions, researches pay ranges as needed, completes various salary and benefits surveys, completes reports as required by state and federal regulations, ensures that employee information posting requirements are met, provides employment verification and past employee references, interviews prospective employees, maintains and provides new employees with employee handbook and information, maintains the personnel policy  as necessary to conform to state and federal regulations. Oversee the reconciliation of employee insurance invoices and the reconciliation and submission of contributions to several employee retirement and pension plans. Assists City Manager and Finance Department with Budget preparation.

Maintains the City's personnel files; research information as requested by appropriate authorities; observes city policies on maintaining and retention of active and inactive personnel files.

Remains available to employees for personnel questions, information, and problems.

Recommends changes in administrative policies and procedures to City Manager.

Establishes and maintains effective working relationships with the public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

Updates job knowledge by participating in conferences and educational opportunities.

Performs other related duties as assigned.

Supervisory Responsibilities:

Supervises HR Assistant in daily operations, communicates work assignments and delegates tasks and responsibilities as required; controls the timeliness and quality of work performance through monitoring and evaluation; establishes time frames for work completion.

Education and/or Experience:

Completion of a bachelor’s degree, or an associate degree plus 4 years Human Resources experience, or 6 years office experience of progressively responsible Human Resources administration duties. Professional Human Resource (PHR) and/or SHRM-CP preferred but not required. Work experience must include documented word processing skills, organizational skills, and excellent written and verbal communication skills.

Language Skills:

Ability to read and write English and to comprehend complex instructions, general correspondence, and memoranda.  Ability to compose general correspondence, reports, and business letters.  Ability to effectively communicate with other employees, managers, and the public.

Possession of or the ability to obtain a valid State of Florida driver's license.
